Constanta bunker prices
ROCND · RO · Major bunkering hub · Emission Control Area · EU ETS and FuelEU Maritime apply
Arithmetic on the 6 nearest ports where a price was observed, weighted by distance. Nobody has quoted this at Constanta, and it carries nothing about the barge, the volume or your credit — which is what actually sets the number.
Why there is no assessment here yet
Only 0 observations in the last 72 hours. We publish an assessment from 3 or more.
No price is published for this port yet. Our assessment is built only from what we observe here — prices suppliers submit to us, quotes received against requests raised here, and stems that close — so it appears once this port has traffic. A request raised now still reaches suppliers; it does not wait for an index.
Our own assessment, computed from observations made on this platform: prices submitted by suppliers, quotes received against requests raised here, and stems that closed. Weighted by how firm each observation is (a closed stem counts three times a list price), by how recent it is, and by parcel size. Values more than 15% from the median are excluded. No third-party assessment is used as an input, and no number is published from fewer than three observations or fewer than two independent sources.

Taking fuel at Constanta
Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-08-31.
At Constanta the port authority (CNAPMC) does not itself sell fuel. Bunkering is an economic service run exclusively by private, licensed operators; the state company only licenses them, and nine companies hold fuel- and oil-supply licences. Physical delivery is modest in scale: fuel oil is taken by barge from vessels working the anchorage area outside the port proper, gasoil can come by road tanker at the quay, and Oil Terminal can supply by pipeline. The barge fleet is small - of three licensed bunker barges only two remained active after the third stopped following the embargo on Russian-linked vessels.
This is a minor bunkering call, roughly six hundred vessels a year, not a hub on the scale of Istanbul or Piraeus. The binding fuel rule is European rather than local: at an EU berth you must burn fuel of at most 0.10% sulphur, changing over as soon as possible after berthing and as late as possible before departure.
- CNAPMC's statement does not give a maximum stem size - that has to be put to the supplier.
- It does not say whether the bunker barges may come alongside at a berth or only serve vessels at the anchorage.
- It does not state which grades (VLSFO, HSFO, gasoil) each licensed barge actually carries.
- No SOx Emission Control Area is designated for the Black Sea, so I could not confirm any 0.10%-at-sea requirement off Constanta beyond the EU at-berth rule; the port metadata's 'inside an ECA' framing is not supported.
Ask the supplier to confirm these before you fix a stem on them.
The working behind the estimate above.
Those are prices at those ports, not at Constanta, and the distances are great-circle rather than routed. The estimate above is arithmetic on them — it carries no information about the barge, the volume or your credit, which is what actually sets the number. A request is the only way to get a real one.
Indicative only. Typical stem time here is about 8 hours alongside.

Not an offer to sell — a firm price exists only once a supplier has quoted.
A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.
Constanta bunkering FAQ
- What is the bunker price at Constanta today?
- No price is published at Constanta. The closest port where one is, is Odesa, about 165 nautical miles away — VLSFO at $900 a tonne.
- Is Constanta a cheap bunkering port?
- Whether a port is cheap for your vessel depends on the deviation cost, not just the headline price — reaching a cheaper port costs charter hire and fuel.
- Does EU ETS apply at Constanta?
- Constanta is in the EU/EEA, so voyages to, from and within it fall under the EU Emissions Trading System, and FuelEU Maritime applies to ships of 5,000 GT and above. That adds a real per-tonne cost that a headline bunker price does not show.
