At Baltiysk, bunkers can be taken either from trucks at berth or from a bunkering vessel at anchorage. Per the Mandatory Port Regulations (Mintrans Order No. 335), vessels whose dimensions preclude berthing may receive fuel at anchorage No. 68, permitted only with wind up to 10 m/s and average wave height up to 1.0 m; the standby/rescue vessel must be moored no more than 5 cables from the bunkering station. Bunkering of vessels under 500 gross tonnage from trucks is allowed at the berths listed in Appendix 2 of the port regulations. Suppliers such as GASSoil deliver diesel and other petroleum products by ADR-compliant tank trucks to berths and anchorage positions, working 24/7 on prior application. IMO dangerous cargo handling (classes 1–6, 8, 9) is permitted, with movement/transhipment information to the harbour master required 72 hours before arrival (or before departure of the last loading point if transit is shorter) and 24 hours before cargo operations. Baltiysk lies in the Baltic SECA: low-sulphur (≤0.10% sulphur) fuel is required for operations within the ECA unless compliant abatement is fitted.
