Bunkers at Ventspils are supplied by bunkering vessels, shore-based systems, and tank cars, by companies contracted with the Port Authority and coordinated with the berth/terminal operator. Dry cargo vessels may bunker simultaneously with cargo/ballast operations at any berth from a bunkering vessel; oil product tankers may bunker from shore systems or bunkering vessels; gas and chemical tankers only before or after cargo operations. Tank-car bunkering is permitted only at specified berths (1–5, 8–18, 25–26 series, 37, 38, 50–53). At anchorage, bunkering requires Harbour Master permission; V1–V5 anchorage areas are designated by vessel/cargo type. All cargo operations on tankers stop during bunkering alongside; the bunker vessel's funnel must not face the vessel's deck. Vessels handling liquid cargoes or bunkering hoist flag 'Bravo' by day and show red lights by night. Cargo/bunkering stops in high winds (e.g. above 15 m/s for ammonia/chemicals). The port lies in a Baltic ECA (0.50% sulphur fuel, 0.10% when using fuel for auxiliary engines at berth under EU rules) and EU ETS applies to voyages touching EU ports.
