Taking fuel at Tallinn

Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-08-31.

At the Port of Tallinn — whose harbours include Muuga, Old City and Paljassaare — bunkering from a road tanker or a barge must be approved in advance by both the terminal and the port's Vessel Traffic Shift Manager; the vessel itself has to request permission before it starts and report to the Shift Manager when the operation is finished. Where fuel comes from a vehicle, fire-fighting gear and spill-response equipment have to be at or beside the bunkering point and the operator must keep bystanders clear. During tanker cargo work or bunkering the ship flies flag B (Bravo) and shows a red light after dark.

Passenger ships may only bunker once passengers are ashore and before the next lot boards, so cruise and ferry stems get worked around the turnaround. The firm doing the bunkering must carry insurance the port accepts covering pollution, injury and property damage, and any LNG bunkering — truck-to-ship or ship-to-ship — needs a risk assessment approved beforehand by the port and terminal. Round-the-clock spill response can be called through the vessel traffic centre.

Not published anywhere we could find
  • The Port of Tallinn rules do not publish a maximum stem size — confirm with the supplier.
  • The bunkering section does not state whether bunkering is allowed at anchorage or only alongside a berth.
  • No wind or weather limit for the bunkering operation itself is set out in the port rules.

Ask the supplier to confirm these before you fix a stem on them.

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.

Tallinn bunkering FAQ

What is the bunker price at Tallinn today?
The table above shows the latest indicative prices at Tallinn (EETLL) for each grade we track, updated daily. These are market indications, not offers — the price you pay depends on quantity, delivery window, specification, your payment terms and your credit position with the supplier.
Is Tallinn a cheap bunkering port?
At the last update Tallinn was showing $573/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
Does EU ETS apply at Tallinn?
Tallinn is in the EU/EEA, so voyages to, from and within it fall under the EU Emissions Trading System, and FuelEU Maritime applies to ships of 5,000 GT and above. That adds a real per-tonne cost that a headline bunker price does not show.
