At Primorsk, bunkering of fuel oil and MGO is possible alongside the berths; bunkering at anchorage or inner roads is strictly prohibited. Baltic Fuel Company, headquartered in St. Petersburg and operating since 2008, supplies all types of marine fuels and lubricants in the eastern Gulf of Finland and maintains emergency oil-spill response readiness in Primorsk, with its own tanker fleet of about 30 vessels. The port operates 24/7 year-round but is icebound in winter, with ice-class restrictions set by the Harbor Master depending on forecast and actual ice conditions. Mooring is prohibited with southerly winds (140°–230°) above 15 m/sec or winds from 230°–0°–140° above 18 m/sec; unmooring is permitted below 20 m/sec. Primorsk lies within the Baltic SECA, so low-sulphur fuel requirements apply. Note that slop removal services are not available, and crew changes require valid Russian visas.
