Bunkers at Ust-Luga are delivered ex-barge, available both at anchorage and alongside the berth; bunkering ex-pipe is not available. Bunkering at anchorage takes place at inner Anchorage No.11 (minimum depth 26.0 m). The port and terminal operate 24/7 with no daylight restriction, so night delivery is not prohibited on that account, but ships must be ready to leave berth or anchorage on Harbour Master's instructions when N/NW winds exceed 17 m/s (swell over 1.5 m at berth, over 2 m at anchorage No.11). The Baltic Sea is a SECA/ECA: under MARPOL Annex VI, vessels must use fuel with sulphur content below 0.1% (LSFO/LSDO), and this must be recorded in the log book; Russian Baltic port authorities carry out selective FO/DO sulphur checks. Use of open-loop exhaust gas scrubbers is not permitted inside the port or Russian territorial waters, and discharge of scrubber washwater is prohibited. Vessels must maintain VHF Ch. 69 with Port Control/VTS. Nomination/notice periods for bunkering are not published in the sources consulted — confirm with the supplier (e.g. Alex LLC) or agent.
