At the port of St. Petersburg, bunkers are delivered by barge to vessels both alongside and at anchorage roads. Around 30 bunker companies operate in the port, of which roughly 8 own their own bunker fleet; others, such as Nevsky Mazut, use barges under long-term contracts with dedicated barging companies. Suppliers including Nevsky Mazut offer 24-hour service with a minimum delivery notice of 24 hours, supplying all marine fuel grades to ISO 8217 specifications, including custom blends. Kontur SPb, operating its own fleet of 33 vessels, delivers fuels and lubricants meeting ISO 8217:2010 and MARPOL requirements, including fuel with sulphur content up to 0.1% — relevant since the port lies within the Baltic SECA/ECA. Bunkering must follow fire-safety measures coordinated with the State Port Control Inspection, and bunkering is prohibited for vessels handling dangerous goods. Under the port's Mandatory Regulations (Mintrans Order No. 191 of 24.06.2025), vessels must be enclosed by containment booms during bunkering operations except at specified berths. Vessel movements stop at wind speeds above 22 m/s, which would also preclude bunkering.
