At the Port of Tallinn — whose harbours include Muuga, Old City and Paljassaare — bunkering from a road tanker or a barge must be approved in advance by both the terminal and the port's Vessel Traffic Shift Manager; the vessel itself has to request permission before it starts and report to the Shift Manager when the operation is finished. Where fuel comes from a vehicle, fire-fighting gear and spill-response equipment have to be at or beside the bunkering point and the operator must keep bystanders clear. During tanker cargo work or bunkering the ship flies flag B (Bravo) and shows a red light after dark.
Passenger ships may only bunker once passengers are ashore and before the next lot boards, so cruise and ferry stems get worked around the turnaround. The firm doing the bunkering must carry insurance the port accepts covering pollution, injury and property damage, and any LNG bunkering — truck-to-ship or ship-to-ship — needs a risk assessment approved beforehand by the port and terminal. Round-the-clock spill response can be called through the vessel traffic centre.
