Bunkering in the port of Kaliningrad is organised by independent traders; PKT (Pervyj Kaliningrad Terminal) specialises in bunkering operations mainly in the Kaliningrad Bay and the port, offering IFO-30, IFO-180, heating oil, low-viscosity marine fuel (DMT), F-5 fuel oil and summer/winter diesel. Delivery is by bunker barge: the port's Compulsory Regulations (Mintrans order No. 335 of 05.11.2013) exempt bunker barges under 600 GT from compulsory pilotage around the clock, and barges over 600 GT within cargo areas in daytime, confirming barge operations at berths and anchorages. Ship-to-ship cargo transfer is permitted at anchorages Nos. 68, 68a, 68b with wind up to 10 m/s and wave height up to 1.5 m, with one vessel at anchor, and alongside berths. The port operates 24/7 year-round (except the Kaliningrad Bay during winter ice period) and can supply fuel, fresh water and receive waste. Pilotage applications must reach the Rosmorport Kaliningrad Department at least 24 hours before arrival (inbound) or 4 hours before departure. As a Baltic port, Kaliningrad lies within the IMO ECA (0.50% sulphur limit; 0.10% for fuel used in port).
