At Piraeus, marine fuels are delivered by barge throughout the wider Piraeus waters (Piraeus Roads), excluding the general anchorage, with SEKA loading from the Motor Oil (Hellas) refinery tank farm and the Hellenic Petroleum (ELPE) Aspropyrgos refinery. Ex-pipe delivery is available at Agioi Theodoroi only, not Piraeus; truck delivery is possible at truck-accessible berths. SEKA's barges (e.g. Erato, Vasiliki) are SIRE, Shell and ALMA PETROLI approved, with fuel oil pumping rates of 300–500 mt/hour per pump and MGO at 250 mt/hour. Suppliers require written notice of the vessel's arrival date, time and anchorage/berth position during working hours; notices after 18:00 are deemed tendered at 09:00 the next working day. Deliveries are allocated first-come, first-served, subject to weather, congestion and barge availability, and buyers must provide a safe berth and safe access (accommodation or pilot ladder) for the barge. Piraeus lies within the Mediterranean ECA, so 0.50% sulphur fuel applies, and EU ETS fuel-emission costs apply to calls here.
