Bunkering is available at Odesa as a standard port service and is listed among the port's regular services alongside fresh water supply, provisions, repairs and waste removal. Delivery can be by bunker barge at berth or at anchorage; bunkering from the shore (pipeline or road tanker) is also a recognised method in Ukrainian ports, though cargo operations are prohibited during shore-side bunkering. Vessels may take bunkers at the Odesa Roadstead anchorages (No. 354 and No. 355), with No. 355 used by vessels taking on water, supplies and fuel. Bunkering is not treated as a cargo operation but as technical supply, and it may only begin after the vessel has completed customs control. The port operates 24/7 year-round, subject to weather, wind, sea level and ice conditions. Odesa lies in the Black Sea, which is subject to the MARPOL Annex VI 0.10% sulphur fuel requirement when outside SECAs — confirm current in-port sulphur rules with the agent. Ballast water must be exchanged in the Black Sea before arrival and declared to the agent prior to discharge.
