At Constanta the port authority (CNAPMC) does not itself sell fuel. Bunkering is an economic service run exclusively by private, licensed operators; the state company only licenses them, and nine companies hold fuel- and oil-supply licences. Physical delivery is modest in scale: fuel oil is taken by barge from vessels working the anchorage area outside the port proper, gasoil can come by road tanker at the quay, and Oil Terminal can supply by pipeline. The barge fleet is small - of three licensed bunker barges only two remained active after the third stopped following the embargo on Russian-linked vessels.
This is a minor bunkering call, roughly six hundred vessels a year, not a hub on the scale of Istanbul or Piraeus. The binding fuel rule is European rather than local: at an EU berth you must burn fuel of at most 0.10% sulphur, changing over as soon as possible after berthing and as late as possible before departure.
- CNAPMC's statement does not give a maximum stem size - that has to be put to the supplier.
- It does not say whether the bunker barges may come alongside at a berth or only serve vessels at the anchorage.
- It does not state which grades (VLSFO, HSFO, gasoil) each licensed barge actually carries.
- No SOx Emission Control Area is designated for the Black Sea, so I could not confirm any 0.10%-at-sea requirement off Constanta beyond the EU at-berth rule; the port metadata's 'inside an ECA' framing is not supported.
Ask the supplier to confirm these before you fix a stem on them.
