Malta takes bunkers two ways. Inside the harbours - Valletta and Marsaxlokk - bunkering is allowed at the terminals, subject to the Dangerous Cargo Ships, Marine Terminals and Facilities and Bunkering Regulations and to prior notification. Most stems, though, are done offshore: you are sent to one of five designated bunkering areas around the island, and Vessel Traffic Services (part of the Ports and Yachting Directorate) allocates the area on arrival according to the weather and the type of vessel, so you do not choose it yourself. Delivery is by barge - a fleet of seventeen privately owned bunker barges works this trade.
Pilotage is compulsory at 500 GT and over. The binding fuel constraint is European, not local: at an EU berth you must be on fuel of no more than 0.10% sulphur, changing over as soon as possible after arrival and as late as possible before departure.

- It does not state a weather or sea-state threshold at which offshore bunkering is suspended.
- It does not say whether any one area is reserved for larger tankers; allocation is left to VTS discretion.
