The physical supplier is Lukoil Bulgaria Bunker, which delivers by its own barges and draws product from its own refinery, and it lists gasoil, fuel oils and lubricants and serves both Burgas and Varna. That single vertically integrated operator is the backbone of supply here, so the practical question is grade and timing rather than availability.
Pilotage into Burgas is compulsory. Beyond the supplier's own page and the basic port entry, I could confirm little operational detail, so verify the working numbers directly with the supplier and your agent before fixing.
