At Varna fuel comes aboard by barge and by truck from resident physical suppliers rather than from a terminal pipeline. LUKOIL Bulgaria Bunker supplies Varna with "three own bunkering tankers" plus others under operation, offering "gas oil and IFO with viscosity from 30 cSt up to 380 cSt". Petromar supplies with "our own barge and trucks in all Bulgarian Black Sea ports", delivering "gasoil and VLSFO" both alongside and "on the Roads", i.e. at anchorage.
Geography decides where a ship can go. The port splits into Varna East (14 berths) and the larger Varna West (22 berths), the latter reached only through the Lake Varna and Lake Beloslav canal system: "Channel 1 with draft 11.5 m and Channel 2 with draft 11.0 m", with Varna East limited to about 11.5 m draft and Varna West to about 11.2 m. Varna West also carries an air-draft limit of "41.5 m", so a West-bound ship is boxed by both draft and height. The port handles vessels up to 50,000 gross tons.
- Neither the port nor the suppliers I read publish a maximum bunker stem size for Varna
- The sources I read give no port-authority bunkering rules or designated bunker berths/anchorage for Varna
- Fuel sulphur grades were not fully specified: Petromar lists gasoil and VLSFO, LUKOIL lists gas oil and IFO 30-380 cSt, but neither page I read states sulphur content or HSFO availability
- I found no source designating the Black Sea or Varna as a SOx Emission Control Area, so confirm the applicable sulphur limit before assuming 0.10%
