The harbourmaster's guide recognises three delivery routes, fixed arm or hose, barge, and road tanker, and every stem needs a prior request to the Capitainerie's port call planning office, lodged by the agent through the port's Neptune system; the Capitainerie then issues the safety instructions for that ship. Any craft delivering bunkers shows flag B by day and an all-round red light by night.
The tighter rules apply to tankers and gas carriers working dangerous bulk cargo, and they decide whether you can fuel and work cargo at once. A gas carrier with its arms connected may have no barge alongside at all. A tanker or chemical tanker loading or ballasting under inert gas can take fuel only through an arm or hose, not from a barge or a road tanker. Once the Capitainerie has satisfied itself that cargo pumping has stopped, it may treat the ship as disconnected and allow the barge or truck. Only one barge may lie alongside, though two are permitted on large ships, moored one astern of the other; only one road tanker at a time may come onto the mole, terminal-approved, headed for the exit and more than 25 metres from the manifolds. Thunder within 5,000 metres suspends bunkering at the liquid bulk berths.
LNG runs on a separate operator approval from the Commandant du Port, updated in January 2026 and extendable to methanol, hydrogen and ammonia, which names the bunker vessel or truck, the client ships and the berths; anything outside that set needs fresh approval. The one publicised operation, 6,000 cubic metres delivered ship to ship at Eurofos, ran while the containership worked boxes. Which conventional grades are held is not published.
