Tivat means Porto Montenegro, a superyacht marina in the Bay of Kotor, and fuel here is a yacht-bunkering operation off the marina's fuel berth, not a commercial barge trade. The draw is duty-free diesel: under the excise exemption reinstated by decree in 2025, foreign private yachts can lift fuel free of duty at three approved locations — Porto Montenegro in Tivat, Portonovi in Kumbor and the Port of Bar.

The conditions are firm. The yacht must hold a valid vignette, must first remain in Montenegrin waters at least 72 hours — counted from the first midnight after the vignette is issued and the harbour master grants free practice — and must leave territorial waters after bunkering, though it may then return. Every duty-free lift has to be arranged through a registered local agent: submit the request at least 72 hours ahead and hold a confirmed booking 24 hours before fuelling. Prices follow government rates revised about every two weeks, and a fuel-dock usage fee may apply on top.
