At Le Havre bunkers are delivered afloat by barge or by road tanker, and HAROPA times the operation to run inside the window the ship is already alongside for cargo, around the clock. Marine bunkering is managed jointly by the Harbourmaster's Offices of Le Havre and Rouen, and a prior declaration to the Harbourmaster's Office is required before fuel is taken. The port lists distillate and heavy grades (DML, MDO, fuel oil) and describes a representative stem as roughly 7,000 tonnes of fuel oil loaded in 10-12 hours, metered to about 0.1 percent, so large conventional stems are routine here.
LNG is available. On 28 August 2025 the Ro-Ro terminal, certified 'LNG Ready' that June, took its first ship-to-ship LNG bunker, 2,400 m3 from the supply vessel Gas Agility (chartered by TotalEnergies) into the Lake Travis over about twelve hours. Ships that carry or have carried dangerous goods fall under separate rules, so raise that with the Harbourmaster early.

- No published rule was found on simultaneous bunkering during cargo beyond the port's statement that operations are timed to overlap the cargo call.
