Vlissingen is the seaward end of North Sea Port, the cross-border complex spanning Vlissingen, Terneuzen and Ghent. For conventional bunkers the port's own rule is straightforward: regular fuels may be taken at virtually any berth in Vlissingen, Terneuzen or Ghent unless the regulations or the Port Operations Coordination Centre say otherwise, and you apply for a bunkering permit through the port's online form.
Because this is a Dutch port, the national bunkering procedure governs the transfer: the MARPOL sample is drawn at the inlet of the receiving ship with both parties present and signing, the bunker delivery note is retained thirty-six months and the sample twelve, and off-spec fuel is answered with a Letter of Protest to the supplier, flag state, ILT and the port authority.
