Taking fuel at Rotterdam
Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-09-02.
Rotterdam is the largest bunkering hub in NW Europe. Fuels (VLSFO, HSFO, LSMGO, biofuels) are delivered primarily by barge, with pipeline supply from Europoort terminals and truck for smaller stems. Bunkering can take place while vessels load or discharge at terminals, buoys and poles, as well as at Europoort, Botlek, Waalhaven berths and designated anchorages such as Maasvlakte anchorage. Suppliers must hold a bunker licence from the Port of Rotterdam Authority, and all bunker operations must be reported and registered in advance via Portbase. From 1 January 2026, Mass Flow Meter (MFM) systems on bunker vessels are mandatory for delivery of residual distillates and biofuels in Rotterdam. Bunkering is subject to the Rotterdam Port Bye-Laws (Articles 8.1–8.3), which restrict bunkering to designated areas/berths and permit conditions; LNG bunkering requires a class-approved bunkering management plan for simultaneous operations. The Harbour Master's Division oversees compliance and the ILT inspects on behalf of the Dutch government. Rotterdam lies within the SECAs: fuel must meet MARPOL Annex VI sulphur limits, and both EU ETS and FuelEU Maritime apply. The port operates strict HSE standards and third-party surveyors are commonly appointed. Nomination typically requires 3–5 days' notice for standard grades.
- night delivery limits

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.
Rotterdam bunkering FAQ
- What is the bunker price at Rotterdam today?
- The table above shows the latest indicative prices at Rotterdam (NLRTM) for each grade we track, updated daily. These are market indications, not offers — the price you pay depends on quantity, delivery window, specification, your payment terms and your credit position with the supplier.
- Is Rotterdam a cheap bunkering port?
- At the last update Rotterdam was showing $736/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
- Does EU ETS apply at Rotterdam?
- Rotterdam is in the EU/EEA, so voyages to, from and within it fall under the EU Emissions Trading System, and FuelEU Maritime applies to ships of 5,000 GT and above. That adds a real per-tonne cost that a headline bunker price does not show.
