Bunkers at Dunkirk are delivered by bunker barge/vessel, by truck, or via ship-to-ship LNG operations. Requests for bunkering by vessel or barge must be made to the Harbour Office's dangerous goods safety office by the agent of the vessel being bunkered; the bunkering vessel's agent must submit a bunkering manifest. Bunkering operations should take place after commercial cargo operations for vessels loading dangerous goods, and bunkering vessels must display a red flag by day and a red light by night, notifying Dunkerque VTS (VHF 73) at the start and end of operations. Vessels calling only for bunkering or provisioning pay no ship dues (mooring dues apply instead), and bunkering hydrocarbons for ocean-going vessels is exempt from cargo dues. LNG bunkering is available: the Dunkirk LNG terminal jetty accepts bunker vessels from 5,000 m3, and the container terminal is approved 'LNG Ready' for ship-to-ship LNG bunkering. Dunkirk lies within the North Sea/Channel Emission Control Area, so low-sulphur fuel rules apply, and EU ETS applies to calls here. Pilots must be notified at least 12 hours before ETA.
