Vlissingen is the seaward end of North Sea Port, the cross-border complex spanning Vlissingen, Terneuzen and Ghent. For conventional bunkers the port's own rule is straightforward: regular fuels may be taken at virtually any berth in Vlissingen, Terneuzen or Ghent unless the regulations or the Port Operations Coordination Centre say otherwise, and you apply for a bunkering permit through the port's online form.
Because this is a Dutch port, the national bunkering procedure governs the transfer: the MARPOL sample is drawn at the inlet of the receiving ship with both parties present and signing, the bunker delivery note is retained thirty-six months and the sample twelve, and off-spec fuel is answered with a Letter of Protest to the supplier, flag state, ILT and the port authority. You are in the North Sea ECA, and EU ETS and FuelEU Maritime apply.
Alternative fuels — LNG, methanol, ammonia and hydrogen — are handled in dedicated zones whose permissions vary by location and flow rate, and are arranged directly with the port rather than through the standard permit form.
- North Sea Port does not state, on the bunkering page read, whether conventional fuel arrives by barge or by road tanker, nor a maximum stem size — that is left to the supplier.
- The circumstances in which the Port Operations Coordination Centre will refuse a berth for bunkering are referenced but not spelled out.
- The alternative-fuel zone locations and their flow-rate limits sit on an interactive bunker map that is not reproduced in the text read.
Ask the supplier to confirm these before you fix a stem on them.
