Bunkers at Felixstowe are arranged through the Port of Felixstowe (Hutchison Ports) with the Portmaster's office as the approving authority. Bunkering by barge or road tanker is only permitted with the Portmaster's (or deputy's) approval, for which the ship's agent must request permission not less than 48 hours before the proposed operation. The port cannot guarantee bunkers will not be cancelled, curtailed or delayed, and a vessel may not retain its berth solely to take bunkers beyond the normal time needed for cargo operations. Bunkering at night is normally not permitted except at the Portmaster's discretion, and permission must also be sought from Harwich VTS (VHF Ch 71). All aspects of the operation, including mooring, hoses and pollution control, are the Master's responsibility; scuppers must be blocked (Bye-Law 44) and any spillage reported immediately to Harwich Haven Authority Ch 71 and Felixstowe Dock Tower Ch 74. The port lies in the North Sea Emission Control Area, so MARPOL Annex VI ECA fuel rules apply; vessels with hybrid scrubbers must run closed-loop in the harbour.
