The clearest published account I could find is dated: a trade report on a 2014 call stated that in Georgian ports "only MGO (Marine Gasoil) can be delivered by tank trucks alongside berth," with residual fuel-oil (IFO) delivery unavailable since 2013. An earlier 2012 supplier notice had listed both MGO and 380/180 cst IFO for Batumi, so availability has clearly shifted over the years.
Practically, treat Batumi as a distillate port reachable by road tanker rather than assuming a bunker barge, and confirm grade and delivery method with a physical supplier before fixing, because none of the sources I could read are current. The MGO reported available was max 0.10% sulphur to ISO 8217, but even that should be reconfirmed.
