Fuel comes off a supply vessel that comes alongside. Recorded deliveries: 1,248 tonnes to WAN HAI 359 at Tianjin Port Euroasia International Container Terminal on 30 November 2024, the first stem under Tianjin's own bonded bunkering licence; 700 tonnes to LI DIAN 3 on 9 March 2026, supervised by Nanjiang Customs; and 880 tonnes on 1 April 2026 to a ship berthed at Jingtang, loaded at a Tianjin Port wharf. Scale is not the worry the licence date suggests - Tianjin Customs recorded 2,625,400 tonnes of bonded marine fuel oil bunkered and distributed across 2024 as a whole, most of it before that licence existed.
Ask for a supplier by name. PetroChina (Tianjin) Fuel Oil was the city's first licensee, holding since November 2024, with 200,000 tonnes supplied since; a second, privately owned licensee was approved in January 2026.
If your ship lies at Caofeidian, Jingtang, Huanghua or Qinhuangdao, fuel can still come from Tianjin: fourteen carriers of 45,000 tonnes deadweight between them run that cross-customs-district direct supply, which moved 170,000 tonnes through the first quarter of 2026.

- No official source found states whether bonded bunkering is permitted at anchorage - every documented delivery is a supply vessel coming alongside a ship at a berth.

- Tianjin MSA's interim measures on waterborne low-flashpoint fuel bunkering are reported to exist (six chapters, thirty-two articles, plus one annex) but the full text is not published on the bureau's own site, so its notice periods and conditions could not be read.
- No pumping rates, barge lead times, or port dues for a bunkers-only call at Tianjin are published.
- The 2024 figure of 2,625,400 tonnes covers bunkering and distribution combined; no source separates the bunkered tonnage from the distributed tonnage.
