At Tokyo the supplier delivers bunkers by barge brought alongside or by road tanker, with grades offered including MGO, VLSFO, HSFO and low-sulphur diesel (Clipper Oil). The governing constraint is the approach rather than the berth: ships enter Tokyo Bay through the Uraga Channel Sea Route (Uraga Suido), a mandatory route under Japan's Maritime Traffic Safety Act measuring 1,400 m wide and 14.8 km long, shared with the heavy traffic serving Tokyo, Yokohama, Kawasaki and Chiba, so movements are tightly sequenced. Fuel oil is a dangerous good, and under Japan's Port Regulations Act loading, transshipping or unloading dangerous goods in a specified port requires the captain of the port's permission (Art. 23(1)); whether a given bunker stem triggers that permit should be confirmed with the agent.
