Taking fuel at Tokyo

Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-08-31.

At Tokyo the supplier delivers bunkers by barge brought alongside or by road tanker, with grades offered including MGO, VLSFO, HSFO and low-sulphur diesel (Clipper Oil). The governing constraint is the approach rather than the berth: ships enter Tokyo Bay through the Uraga Channel Sea Route (Uraga Suido), a mandatory route under Japan's Maritime Traffic Safety Act measuring 1,400 m wide and 14.8 km long, shared with the heavy traffic serving Tokyo, Yokohama, Kawasaki and Chiba, so movements are tightly sequenced. Fuel oil is a dangerous good, and under Japan's Port Regulations Act loading, transshipping or unloading dangerous goods in a specified port requires the captain of the port's permission (Art. 23(1)); whether a given bunker stem triggers that permit should be confirmed with the agent. Published maximum stem, notice period, and whether delivery is taken at berth or at a bay anchorage were not found in the sources read.

Not published anywhere we could find
  • No maximum bunker stem size or notice period is published in the sources read.
  • Whether bunkers are taken at berth, alongside at a cargo berth, or at a designated bay anchorage is not confirmed in the sources read.
  • Whether a bunker-only transfer requires the captain of the port's dangerous-goods permission under Port Regulations Act Art. 23(1) is not established in the sources read.
  • No maximum vessel size or draught limit specific to the Port of Tokyo (as opposed to the Tokyo Bay traffic routes) was found.

Ask the supplier to confirm these before you fix a stem on them.

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.

Tokyo bunkering FAQ

What is the bunker price at Tokyo today?
The table above shows the latest indicative prices at Tokyo (JPTYO) for each grade we track, updated daily. These are market indications, not offers — the price you pay depends on quantity, delivery window, specification, your payment terms and your credit position with the supplier.
Is Tokyo a cheap bunkering port?
At the last update Tokyo was showing $976/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
Does EU ETS apply at Tokyo?
Tokyo is outside the EU/EEA, so EU ETS does not apply to a call here in itself. It may still apply to the voyage legs if your vessel is heading to or from an EU port.
