Zhoushan supplies bonded oil at berth, in cross-border port areas and at five anchorages: Xiazhimen North, Tiaozhoumen, Xiushan East, Mazhi and Qushan Temporary. Wave height is capped at 1.5 m and visibility for mooring must exceed 1 nm at all five, but wind caps differ. Xiazhimen North and Tiaozhoumen: 13.8 m/s on the Oceanic Meteorological Observatory forecast, 17.1 m/s on the Meteorological Bureau forecast. Xiushan East: 17.1 m/s, or 13.8 m/s in northeast, east or southeast winds. Mazhi: 17.1 m/s or 20.7 m/s. Qushan: 13.8 m/s, 17.1 m/s from other directions, nothing above 3 knots of current.
Xiazhimen North and Mazhi may be used for mooring at night; at Xiushan East a barge may work at night only after registering with the MSA. Xiazhimen North barges report to Ningbo VTS, watch VHF 08 and report mooring, start and unmooring; at Qushan you report to Zhoushan VTS 30 minutes ahead, watch VHF 16 and 12, and only Zhoushan Type barges or others of 3,000 dwt and above may work. At Tiaozhoumen's outer anchorage and Mazhi, draft over 16 m needs a Shallow Navigation Plan, over 19 m a Deep Water Channel Plan, lodged a day ahead via the Zhejiang MSA platform.
- The 2024 Guide was read in the published English translation attached to the Japan P&I Club circular; the Zhoushan bonded bunkering site (zsbunker.cn) returned 502 today, so the Chinese original could not be re-checked.
- No maximum stem size is published for any of the five anchorages; the only vessel criterion given is Qushan's, which admits Zhoushan Type barges or others of 3,000 dwt and above.
- Night-work conditions are given only for Xiazhimen North, Xiushan East and Mazhi; the Guide says nothing about night work at Tiaozhoumen or Qushan.
- The Guide names no suppliers and no grades, so which barge carries VLSFO, LSMGO or HSFO has to be confirmed with the supplier.
- Berth and cross-border-area bunkering are named as available scenarios but no operating rules are published for them.
Ask the supplier to confirm these before you fix a stem on them.
