Supplying bonded fuel at Shanghai is a licensed business and the licence is municipal. The 2022 measures apply only to enterprises registered in Shanghai; an applicant must own or charter at least one double-hull double-bottom supply vessel of not less than 1,000 dwt, work from a bonded warehouse of not less than 10,000 m3, and fit its supply vessels with real-time positioning equipment and mass flow meters meeting customs requirements. The city runs the trade under unified management with total-volume control, and approval certificates last three years.
Conventional fuel goes aboard by barge. In the April 2025 delivery that produced China's first electronic bunker delivery note, 1,300 tonnes went to CSCL GLOBE at Yangshan from the barge Tongyin 5005, whose mass flow meter fed density and quantity live to the Lin-gang digital ship-supply platform where the order had been placed.
Gas and methanol are separate stories. Shanghai MSA says Yangshan can bunker LNG at all berths and ship-to-ship simultaneously with cargo, and it recorded a bonded LNG delivery of about 1,600 cubic metres at Luhuashan South anchorage in April 2023. Methanol first went ship-to-ship at Yangshan in April 2024, about 504 tonnes in four hours.
- The measures set no minimum notice period, no maximum stem size and no cap on a single delivery.
- No official source found lists the grades of bonded fuel oil available; the sources name only 'marine fuel oil', LNG and green methanol.
- The measures do not designate where in the port bonded fuel oil may be delivered; the MSA reports describe individual operations, not a set of permitted locations or routes.
- Whether conventional bonded fuel oil may be supplied at anchorage is not stated anywhere found - the only anchorage operation Shanghai MSA publishes is the LNG delivery at Luhuashan South.
Ask the supplier to confirm these before you fix a stem on them.
