Qingdao is North China's main bunkering port, and product goes aboard one of two ways: a barge comes alongside, with suppliers here quoting delivery at berth, at anchorage and offshore, or, for a vessel already at the oil terminal, by pipeline from the wharf. The grade slate is full, VLSFO, HSFO, LSMGO and MGO are all offered, so a scrubber ship and a compliant-fuel ship can both be covered.
Two things to plan around. Qingdao sits inside China's domestic emission-control area, where a 0.10%-sulphur cap applies, so keep LSMGO in the plan for the regulated legs. And anchorage bunkering works off the Qingdao outer anchorage, so nominate early and let the agent line up the anchorage slot and the barge rather than assuming one is free on arrival.
