Ningbo-Zhoushan takes bonded fuel by barge at anchorage, and a 2024 government guide (circulated through P&I) sets out five bunkering anchorages: Xiazhimen North, Tiaozhoumen, Xiushan East, Mazhi and Qushan Temporary. This is a tightly controlled operation. The barge keeps its AIS running and a watch on VHF channel 08, and both vessels report to Ningbo-Zhoushan VTS and obtain approval before entering, anchoring and crossing the Deep Water Channel. At Xiazhimen North the receiving ship keeps main engines on standby throughout bunkering.
Weather stops the job. Depending on the anchorage and the forecast source, wind must stay below roughly Force 6 to Force 7 (13.8 to 17.1 m/s) and visibility for mooring must exceed one nautical mile; at Qushan Temporary no bunkering is allowed if the current exceeds 3 knots. Deep ships plan ahead: a Shallow Navigation Plan (draft over 16 m) or Deep Water Channel Plan (draft over 19 m) must be filed a day in advance through the Zhejiang MSA platform, and night supply requires the barge to be registered with the MSA.
