Keelung is effectively a single-supplier bunker port: fuel is delivered by barge from the state-owned CPC Corporation, which runs just two bunker barges to serve the whole port. In normal conditions CPC supplies VLSFO and LSMGO on a recommended lead time of around three days, so this is not a place to arrive expecting a same-day stem; nominate well ahead.
The thin barge fleet is the risk to plan around. When one barge went out of service with a technical fault and the other was in dry dock, CPC stopped accepting new VLSFO and LSMGO nominations outright, and lead times for what it could still do stretched to four or five days. With no second independent supplier to fall back on, a single barge breakdown can close bunkering here, so confirm barge availability and your grade before you route a vessel through Keelung, and keep an alternative Taiwan port in mind for tight schedules.
