At Rijeka fuel goes aboard under the Port of Rijeka Authority's port ordinance (in force since June 2023): a stem may be delivered by ship, by barge or by road vehicle, but only at places the Port Authority designates and with the Harbour Master's consent. Truck supply is allowed at every operating berth except the four passenger-port piers (Istria, Adamic, Karoline Rijecke and Riva Boduli), and fuel supply is not permitted at all in the Omisalj oil-terminal basin.
Give notice: the master must obtain Port Authority approval and lodge a Declaration on Hazardous or Polluting Substances at least 24 hours before starting, or one hour for ships in line traffic. Bunkering at Rijeka itself may run day or night. The anchorage grounds are split by ship type, tankers to anchorage E and gas and chemical carriers to F, with the eastern and western grounds for general cargo. The port is inside the Mediterranean SOx ECA, so a 0.10% sulphur cap has applied since 1 May 2025; INA, the local refiner, lists distillate grades and RME 180 / RMG 380 residuals.
- The port ordinance sets the bunkering procedure but does not publish a maximum stem size, which must be taken up with the supplier or concession holder.
- INA's marine-fuel page lists its grades but does not state their exact sulphur content or the delivery method (barge versus truck) at Rijeka.
- The ordinance's day-and-night bunkering allowance and the separate daylight-only restriction belong to specific basins (daylight-only is stated for the Port of Brsica, not Rijeka); the pages consulted give no per-berth bunkering hours for Rijeka itself.
- Permissible draughts at Rijeka's berths and anchorages could not be obtained; the Port Authority berths-and-anchorages page failed to load (HTTP 520).
