Fuel reaches a ship at New Orleans over the water from a tank barge, or by road. Vitol's New Orleans unit K27770, a 1,632 dwt, 300-foot barge built in 2011, carries 2,050 tonnes of VLSFO and 1,200 tonnes of LSMGO in segregation and pumps them at 300 and 150 tonnes an hour respectively; that is a fair guide to what a single barge here will lift. 3L Energy Solutions, which covers New Orleans and Baton Rouge, is licensed for over-the-water delivery direct to vessel, truck-to-vessel and barge fills, so small gasoil parcels can come by road where the berth allows. Declare the intention early: Port NOLA requires bunker intentions to be noted on the Berth Application or sent electronically to the Marine Terminal Superintendent, and any non-passenger ocean-going vessel taking fuel while moored at a Board facility is charged a flat $2,965 under tariff item 329, a fixed cost per call however small the parcel. Taking fuel at anchor is a different proposition. The General Anchorage runs from Mile 90.5 to Mile 91.6 above Head of Passes on the right descending bank and is policed by the US Coast Guard, not the Board; anchoring elsewhere in the harbour needs special permission from the Marine Terminal Superintendent, whose stated policy is to keep vessels 750 feet clear of any wharf. Allow for the river itself, since pilotage changes hands below the city, Bar pilots from the mouth to Pilottown and Crescent pilots from Pilottown up. Port NOLA publishes no maximum stem and no rule on bunkering alongside cargo work.
