Manila is a barge port. Marine Fuels Philippines runs three Philippine-flag steel double-hull barges: Bagungon at 805.962 KL pumping 1,000 barrels an hour, Kuhol at 602.177 and Paros at 550, both at 630; it publishes IFO and MGO only, certifying to ISO 8217:2010 with testing at SGS and Intertek. Petrotrade lists Manila among its delivery ports, with five barges of 400,000, 500,000, 500,000, 1,200,000 and 1,400,000 litres at safe load, pumping 70,000 to 90,000 litres an hour, and moves fuel and gas oil by tank truck through hauler partners. Petrotrade publishes no grade slate, so ask.
The PPA PMO Port Service Division's Marine Section issues the Bunkering Service Permit on a permit form, a Pre-Transfer Bunkering Checklist and a PCG bunkering permit if applicable, the Harbour Master notified in advance; the citizen's charter puts the total at 30 minutes and the fee at 28 pesos in both NCR-North and NCR-South. Since PPA AO 004-2026, published 28 March 2026, a supplier without full accreditation or a valid PTO can work on an Authority to Transact of up to six months, on a letter of intent and an endorsement from the shipping line or vessel operator, coordinating with the PMO before each job.
- No source gives a tonnage: both suppliers publish volume only, in kilolitres and litres, with no density, so any barrel-to-tonne conversion has to come from the supplier.
- Marine Fuels' own vessel page states its capacities inconsistently - 805.962 KL for Bagungon, but 602.177 and 550 'at 100% capacity' with no unit - so the unit needs confirming before a stem is planned.
- Neither supplier states where in Manila it delivers, alongside or at anchorage, and neither names a bunkering anchorage.
- The citizen's charter gives a 30-minute processing time but no minimum notice period to the Harbour Master.
- No PPA page read publishes a current list of accredited bunkering providers or of ATT holders for Manila.
Ask the supplier to confirm these before you fix a stem on them.
