Fuel comes by barge, and the barge is treated as a traffic problem as much as a supply one. Before any stem the barge master must call Southampton VTS on channel 12 to discuss large vessel movements during the operation, must request permission to stay alongside while they pass, and must be ready to stop pumping and shift berth at short notice. Barges will normally be allowed to remain alongside at berths 38/9, 101, 105 and 106 as a large ship passes, but must cease and clear hoses of pollutants for Container Category 6 and 7 ships; outboard of a vessel on 102 berth they may not stay at all while those pass. A barge bunkering next to the main channel must carry a pilot or PEC holder and keep propulsion and thrusters at immediate readiness. Fog stops it: barge movements are prohibited through visibility under five cables unless the barge has no polluting goods on board, and under two cables all bunkering ceases for any ship over 150 metres passing.

The rule that most often costs time is that bunkering is not to take place during the hours of darkness without the Harbour Master's written permission. LNG is confined to Ocean Dock, needs the Harbour Master's pre-approval of both barge and ship pairing, uses spacer barges and a 52 metre exclusion zone, and calls for an abort berth once forecast wind exceeds 15 knots at Dock Head.
