Bunkering here is an anchorage business, and that is written into the rules rather than merely customary: BP Batam's tariff regulation, Perka 4 of 2023, defines the anchorage area as water used for anchoring, lay-up, waiting for a berth, waiting for cargo, ship-to-ship transfer, tank cleaning, blending, bunkering and minor repairs. Delivery is by barge. Batavia Petro Energi, which lists Batam among its supply areas, runs bunker barges of 2,500 to 5,000 kilolitres and tankers of 3,000 to 8,000 deadweight, and offers MFO 180 and 380 to ISO 8217, MGO in DMA and DMB grades, and LSFO at or under 0.5 per cent sulphur. Two costs are published and belong in the comparison. BP Batam charges a bunker service fee on the volume delivered, calculated progressively at 105 rupiah a litre up to 2,500 kilolitres, 100 rupiah from 2,501 to 5,000 and 95 rupiah above that. Separately, a ship calling only to take bunkers or stores is classed as non-commercial and pays half the anchorage rate, 726 rupiah per GT per call on a foreign flag against 1,452 for a commercial call; a distinct ship-to-ship package tariff runs at 45 rupiah per GT per day plus pilotage and towage. BP Batam's berthing terminals are Batu Ampar, Sekupang, Magcobar and Curah Kabil, but it does not say whether bunkers may be taken alongside at any of them, nor does it publish a notice period, a night restriction, a road-tanker option or a maximum stem. The tariff bands running past 5,000 kilolitres are the only public hint at local barge size.
