Fuel goes aboard by supply vessel. Guangzhou's bonded bunkering measures, in force since 18 February 2024, require a licensed supplier to own or charter at least one double-bottom, double-hull supply vessel of not less than 1,000 deadweight tonnes; every supply vessel must be recorded with the supervising authority and carry onboard metering, track monitoring and video monitoring wired into the city's bonded oil management system. The 2022 port charter adds that qualified suppliers may deliver fuel oil round the clock, and that anyone holding oil supply-and-receipt qualification files with the maritime authority.

Two things stop jobs. Coming alongside a foreign-flag ship without border-inspection permission is a listed prohibited act, so allow time for that permit. Tampering with the mass flow meter, or short-delivering by any other means, is prohibited outright: that is your lever on quantity, so insist on the meter ticket.

Access is by the main seaward channel, about 160 km long, 17 m deep and 385 m wide from the estuary to Nansha, then 13 m deep and 160 m wide from Nansha up to Huangpu. Nansha is where the bonded trade sits: seven companies hold Guangdong bonded supply qualifications there.

Not published anywhere we could find
  • Neither the 2022 port charter nor the 2024 bonded bunkering measures says where bunkering may be carried out - no berth, anchorage or water area is designated for it anywhere in either text - so the delivery point has to be agreed with the supplier.
  • The charter's customs filing rule at anchorage covers barges doing cargo lighterage and lightening before an international ship works cargo; it says nothing about bunker barges, so customs handling for a delivery at anchor must be confirmed with the supplier rather than assumed.
  • No maximum stem size is published in either document.
  • No grade list, specification or sulphur limit is published; the charter says only 'fuel oil and lubricating oil', and the bonded platform notice mentions bonded LNG and bonded low-sulphur bio-fuel oil without stating availability or terms.
  • No pumping rates, barge availability or lead times are published by the port bureau or the commerce bureau.

Ask the supplier to confirm these before you fix a stem on them.
