HAPETCO advertises ultra-fast delivery, within 2-4 hours of receiving an order in the Hai Phong area, with on-board bunkering carried out safely and on schedule even in harsh weather. Road and waterway transport are combined to coordinate deliveries across Vietnamese ports. Barge supply at anchorages is offered by HAPETCO's transport arm (Seagullpetrotrans), which also runs anti-fraud systems in fuel transport. Note that Haiphong is NOT in an ECA; IMO 2020 0.50% sulphur rules apply. Haiphong port is under the authority of the Hai Phong Maritime Administration (Cảng vụ Hàng hải Hải Phòng).
