Taking fuel at Hong Kong
Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-09-02.
Bunkering at Hong Kong is operated on a free, open market with no entry barrier: operators need Marine Department approval of their mode of operation and designated waters or berths, based on quantitative risk assessment and marine traffic impact assessment, and must use locally licensed bunkering vessels meeting ship-safety and dangerous-goods requirements. Delivery is by bunker barge alongside the vessel — both at berth and at anchorage in Hong Kong waters; no pipeline or truck delivery could be confirmed from the sources reviewed. Hong Kong is not an ECA, but the Fuel for Vessels Regulation requires all vessels, whether sailing or berthing, to use fuel with sulphur content not exceeding 0.5% by weight; fuel switching must be completed before entering Hong Kong waters. Green maritime fuel bunkering (e.g. LNG, methanol) additionally requires an approved Code of Practice assessment, MD approval for each bunker-supplier/receiver vessel pairing, a safety zone, participation in Vessel Traffic Services, a compatibility report submitted at least 72 hours ahead, and 24-hour advance notification to the Vessel Traffic Centre.

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.
Hong Kong bunkering FAQ
- What is the bunker price at Hong Kong today?
- The table above shows the latest indicative prices at Hong Kong (HKHKG) for each grade we track, updated daily. These are market indications, not offers — the price you pay depends on quantity, delivery window, specification, your payment terms and your credit position with the supplier.
- Is Hong Kong a cheap bunkering port?
- At the last update Hong Kong was showing $961/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
- Does EU ETS apply at Hong Kong?
- Hong Kong is outside the EU/EEA, so EU ETS does not apply to a call here in itself. It may still apply to the voyage legs if your vessel is heading to or from an EU port.
