At Veracruz, the port administration (APIVER, now ASIPONA) provides fuel and lubricant supply to vessels either afloat, by a bunker vessel or barge, or ashore by road tanker (auto tanque); either way the supplier must hold a current marine-fuel distribution contract with Petroleos Mexicanos (PEMEX), so bunker fuel here is tied to PEMEX supply (Reglas de Operacion 2015-2016). A barge operator must show an IOPP certificate and the full suite of ship certificates and carry AIS for the port's traffic centre; a road-tanker operator needs federally plated units, SCT dangerous-goods transport authorization, and drivers licensed for hazardous residues. During fuel work, spill precautions apply: receptacles under pipe connections, and a vessel discharging fuel must deploy a floating containment boom (Reglas 147-148), with APIVER suspending operations on any leak. Physical size is capped by the 500 m-diameter turning basin (darsena de ciaboga): the port cannot receive vessels over 325 m LOA.
