Jacksonville is a working bunker port rather than a dedicated hub: fuel is taken while you are alongside a JAXPORT berth, and the tariff lets it reach you either from the water (barge or supply vessel) or from the shore (truck, hose or pipeline). A barge lying alongside solely to pass bunkers or stores is exempt from dockage, and a vessel that calls only to bunker and clears the berth within 12 hours may be granted idle dockage at half rate instead of full dockage.
Only a permitted supplier may fuel you here. JAXPORT requires each bunkering vendor to hold a Business Permit - initial fee $3,000, then $2,500 a year - charges a flow-rate fee of $0.16 per barrel of non-LNG fuel, and fines any unpermitted vendor $1,000 and bars them from the terminal. LNG is genuinely available: JAX LNG, Eagle LNG Partners and Q-LNG all hold permits, alongside the conventional MGO and VLSFO suppliers.
- The tariff sets no fuel-sulphur standard of its own; the ECA cap is set federally under MARPOL Annex VI, not in this document.
- No maximum stem size is published in the tariff.
