Norfolk lies on the Elizabeth River at the mouth of the Chesapeake Bay, a protected deep-water harbour, and its bunker stocks sit at the liquid-bulk terminals lining the river: IMTT-Virginia on the Southern Branch, which stores industrial fuel oils and bunker oils, and Kinder Morgan on the Eastern Branch. Suppliers here quote the usual slate: marine gas oil, VLSFO, HSFO and ULSD.
Fuel reaches a ship two ways. Bulk stems for the bulkers, tankers and box ships that call are barged alongside at the Hampton Roads berths; where a barge cannot work, such as a marina, an anchorage or an awkward waterfront berth, a Coast Guard-certified operator runs fuel over the water from a tank truck instead. Norfolk sits inside the North American Emission Control Area, which extends up to 200 nautical miles off the coast, so fuel burned here must hold at or below 1,000 ppm (0.10 percent) sulphur, which is why the distillates and VLSFO dominate.
