Taking fuel at Norfolk
Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-08-31.
Norfolk lies on the Elizabeth River at the mouth of the Chesapeake Bay, a protected deep-water harbour, and its bunker stocks sit at the liquid-bulk terminals lining the river: IMTT-Virginia on the Southern Branch, which stores industrial fuel oils and bunker oils, and Kinder Morgan on the Eastern Branch. Suppliers here quote the usual slate: marine gas oil, VLSFO, HSFO and ULSD.
Fuel reaches a ship two ways. Bulk stems for the bulkers, tankers and box ships that call are barged alongside at the Hampton Roads berths; where a barge cannot work, such as a marina, an anchorage or an awkward waterfront berth, a Coast Guard-certified operator runs fuel over the water from a tank truck instead. Norfolk sits inside the North American Emission Control Area, which extends up to 200 nautical miles off the coast, so fuel burned here must hold at or below 1,000 ppm (0.10 percent) sulphur, which is why the distillates and VLSFO dominate.
- No source read publishes a maximum bunker stem size for Norfolk.
- No dedicated bunkering anchorage is named; suppliers decide berth suitability case by case.
- No draft or air-draft limit at the fuel-handling berths was stated in the pages read.
Ask the supplier to confirm these before you fix a stem on them.

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.
Norfolk bunkering FAQ
- What is the bunker price at Norfolk today?
- The table above shows the latest indicative prices at Norfolk (USORF) for each grade we track, updated daily. These are market indications, not offers — the price you pay depends on quantity, delivery window, specification, your payment terms and your credit position with the supplier.
- Is Norfolk a cheap bunkering port?
- At the last update Norfolk was showing $900/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
- Does EU ETS apply at Norfolk?
- Norfolk is outside the EU/EEA, so EU ETS does not apply to a call here in itself. It may still apply to the voyage legs if your vessel is heading to or from an EU port.
