Oslo is a busy liner port rather than a dedicated bunker hub. The Port of Oslo describes itself as Norway's largest public cargo port, working around fifty cargo calls a week alongside daily ferries to Denmark and Germany and a cruise and yacht season, so a stem here usually has to be fitted inside a tight cargo or turnaround window rather than taken as a separate bunker call. Plan the delivery around your berth time, not the other way round.
The port authority itself publishes prices and business terms but no bunkering regulation, no bunkering permit form and no supplier list, so the commercial and operational terms - grade, delivery method and quantity - are set by the supplier you contract, not by the port. What the port does run is a round-the-clock harbour watch (Havnevakt) that monitors all movements on the fjord; reach it on VHF 15 or +47 91 79 99 00 and clear any barge or road-tanker movement and berth timing through them.
Oslo lies inside the North Sea SOx Emission Control Area, where the sulphur cap is 0.10%, so anything bunkered or burned alongside has to meet that limit.

- The port site does not state whether bunkers are delivered by road tanker or by barge/bunker boat, nor does it name designated bunkering berths or anchorages.
