What shapes a Gdansk stem is in the Gdynia Maritime Office's port regulations, Zarzadzenie nr 9 of 16 July 2018 consolidated December 2025. Bunkering is to be carried out inside the port, at a place accepted by the harbourmaster's office. Supply at the roadstead is not a right but a concession granted case by case: the harbourmaster may consent on the shipowner's application, fixes the conditions each time, and every cost arising from roadstead bunkering falls on the party who asked for it. At Gdansk specifically, fuelling a vessel at the roadstead without that consent, obtained each time, is prohibited outright. Two further provisions matter when a barge is coming to you. At Gdansk, mooring vessels or floating port plant side by side requires the harbourmaster's consent, so the barge's berthing alongside you is itself a permission. Bunker vessels must be able to deploy an oil boom immediately, but the general requirement to surround a ship with a boom before bulk oil transfer expressly does not apply to bunkering, so do not assume you will be boomed. Road-tanker supply is allowed at a berth in a place the terminal user designates, properly prepared and secured and accepted by the harbourmaster's office, which makes truck deliveries turn on the terminal's agreement as much as the port's. The start and finish of both roadstead and truck operations must be reported to the harbourmaster's office.
