Dubrovnik (Gruž) is the Gruž and Batahovina basins plus the anchorage off the islet of Daksa. The port authority publishes nine berths, 1,600 m of operational quay, a maximum draught of 11 m and no length or beam limit, with pilotage compulsory, tugs available and fuel supply among the port services. The ministry's list shows four fuel-supply concessionaires here: INA, Crodux Derivati Dva, Coral Croatia and Navis Supplementum.
Timing is the constraint. Article 54 of the port rules says fuelling may not begin before passenger and vehicle disembarkation has finished, and embarkation may only start once fuelling is done. The port authority's 2022 operating instruction requires prior approval from the port authority or the harbourmaster and an approved location for handling dangerous or polluting substances, allows it in daylight only unless ship and quay are properly lit, permits it only in favourable weather, and obliges a concessionaire handling packaged dangerous goods - a road tanker or gas cylinder - to stop work if the protective measures, the equipment or the weather are not right.
INA publishes a grade list only: EURODIESEL, EURODIESEL BLUE and marine diesel (FDMA), plus residual INA F RME 180 and INA F RMG 380.
- No commercial terms of any kind are published: INA's marine fuel page carries the grade list and two e-mail addresses (one for deliveries to ships in the Croatian market, one for deliveries abroad) and says nothing about price, excise or VAT; the Croatian version is the same. Any earlier statement about tax treatment was unfounded and has been removed.
- Neither the port authority nor any of the four concessionaires publishes a maximum stem size, barge capacity, pumping rate, notice period or lead time for Dubrovnik.
- The port rules and the operating instruction do not say whether fuel reaches a ship at Gruž by barge, by road tanker or by both; the operating instruction addresses packaged dangerous goods (road tanker, gas cylinders) explicitly and says nothing specific about a bunker barge.
- The classes and quantities of dangerous goods permitted, and the approved handling locations, sit in a separate port authority rulebook and in Maps 2 and 3 annexed to the operating instruction, which were not read.
- No published rule was found on bunkering at the Daksa anchorage as distinct from alongside.
Ask the supplier to confirm these before you fix a stem on them.
