Reykjavik's harbours are run by Faxaflóahafnir (Faxaports), covering the Old Harbour, Sundahöfn and the associated quays. The port regulations set the bunkering conditions rather than the commercial terms: a vessel intending to take bunkers must first put measures in place to stop fuel reaching the sea from its decks in the event of an accident, and port staff may refuse a delivery to any vessel they judge has not taken reasonable precautions against pollution. Pilotage is compulsory for vessels over 60 m in length, and no vessel may lie to a buoy or anchor in the inner harbour without the Port Director's permission.
Physical supply is handled by Skeljungur, which operates only in Iceland and bunkers here from its oil barge Barkur, so a stem can be taken afloat as well as alongside. Iceland falls under EU ETS and FuelEU Maritime, which the charterer, not the port, has to account for.
- Faxaflóahafnir's regulations set out pollution precautions before bunkering but do not publish any maximum stem size or barge flow rate — that has to be asked of the supplier.
- Skeljungur's public pages confirm the barge Barkur but do not publish its capacity, pumping rate, or the grades it carries.
- The regulations do not state which quays permit alongside bunkering versus barge-only supply, nor whether bunkering afloat in Faxaflói bay is allowed and under what weather limits.
Ask the supplier to confirm these before you fix a stem on them.
