Gibraltar is the largest bunkering port in the Mediterranean, with bunkering the Port of Gibraltar's main activity. Fuel is delivered by bunker barge, normally while the vessel is at anchor in Gibraltar Bay, and can also be supplied alongside for smaller vessels; suppliers offer grades from 30–380 cSt plus IMO 2020-compliant VLSFO (≤0.50% S) and LSMGO (≤0.10% S) for ECA compliance. All operations are governed by the Gibraltar Port Authority's Bunkering Code of Practice, enforced by dedicated Bunkering Superintendents who monitor and can inspect operations without notice. Bunker barges must be GPA-licensed (under 100 m LOA, max 6,000 dwt unless exceptionally approved). A complete delivery requires a jointly completed Requisition Form, Tank Measurement/Flow Meter Calculation Form (receiving vessel should witness opening/closing gauges), a MARPOL Annex VI-compliant Bunker Delivery Note, and a sealed, signed fuel sample handed to the ship. Quantity or quality disputes must be reported to the GPA immediately (VHF CH 12 or via the local agent), and operations must be halted in heavy seas.
