Bunkers are available in Lisbon by bunker barge, tank truck and ex-pipe, typically sourced from the Sines refinery; VLSFO and LSMGO grades are offered and biofuel blends are available by truck. Supply is possible at berth and on bunker-only calls with minimal deviation; delivery methods at anchorage/offshore are offered by suppliers in the region but confirm locally. Nominate/apply at least 48 hours before the transfer via the Janela Única Logística (JUL) and email to the Capitania do Porto de Lisboa, identifying vessels, ships particulars, product type/quantity and duration. Bunkering operations must follow Capitania Edital 5/2026: completed Bunker Safety Checklist aboard both vessels, two floating containment barriers and a skimmer ready aboard the supply vessel, emergency stop attended at all times, tank soundings logged every 15 minutes, and any spill stops the transfer immediately and is reported to the Port Authority and Capitania. Replenishment plans need 24h advance notice; authorities may set operating windows and suspend operations. Lisbon is not in an SOx ECA; EU ETS applies. At Lisbon Cruise Port, supplier access requires LCP/GNR authorization confirmed via JUL.
